The European Commission STAIRWAY TO EXCELLENCE (S2E) initiative aims to assist to EU Member States (MSs)and Regions in promoting R&I excellence across Europe.
Nicholas Harrap, Mathieu Doussineau summarized the results of the collaboration and R&I capacity.
Questions of Stairway to Excellence, the needs and requirements to build R&I capacity, successful competition - these are just some of the issues raised within the “Cohesion Policy and the synergies with the research and development funds: the STAIRWAY TO EXCELLENCE (S2E)” project.
In the article, it is mentioned about the rules and habits of collaboration and networks which affect the level of participation in FP7. It can be find the comparison between international co-authored publications and number of researchers and engineers for 2007-2013 period involved in collaboration and participation in projects.
After deep analysing, main issues related to international collaboration, links and FP7 came up:
• EU13 countries generally have a low level of international collaboration. While they have more links with EU15, normalised links are stronger with other EU13 countries.
• EU13 countries had low participation in FP7. In absolute terms Germany is the most frequent top partner. For example Germany seems to be very important for Poland whereas Poland does not have the same importance for Germany.
• Normalised FP7 links are less EU15 dominated.
• EU13 are often more dependent on their links to EU15 countries than EU15 countries are on their links to EU13
